Roundtable “Debt Management Agencies, Public Debt Management and Market Institutions”. (permalink )

The Roundtable was organised by State Debt Committee of the City of Moscow and Financial Agency of the City of Moscow (Mosfinagency) — the debt management office of the City of Moscow.

At the Roundtable were discussed the following issues:

— The place of state and subfederal debt in the financial market and the prospects of financial market development in connection to the structural reform of Russian government and public finance management;
— Using specialised agencies and state debt management offices for efficient public debt management, financing of regional investment projects and attraction of loans for development of the regions (based on international experience);
— The advantages of centralized subfederal debt management, including the possibilities for using various instruments for financing of investment projects and better cooperation with international rating agencies.

The debt management Roundtable was another step on the way of the long-term cooperation of State Debt Committee of the City of Moscow and Mosfinagency with foreign professional public debt management agencies and institutions whose activities are aimed on attraction of borrowed funds for financing of economic development of the municipalities, regions and countries. The first Roundtable was successfully held in June 2004. It was highly appreciated by its delegates and widely highlighted in the Russian media.

The Roundtable “Debt Management Agencies, Public Debt Management and Capital Market” was organised following the 5th anniversary of foundation of Financial Agency of the City of Moscow (Mosfinagency) — the debt management office of the City of Moscow.

Issues discussed:

  • public debt management and state regulation of regional debt, the structural reform of Russian government and its impact on debt management; Russian sovereign and regional debt markets and prospects for their development;
  • international experience in public debt management;
  • debt management agencies and their influence on the credit rating;
  • public debt management and market institutions.
